Mind you, these actions are really flimsy, since Shirona gave you the medicine, then meets you again at the Psyducks anyway, but atleast the game attempts to tie progress to the player's actions. Gen 5 doesn't even pretend anymore.
Honestly, this roadblock should have been a large Pokemon like Snorlax, not a bunch of random Psyducks that don't even attack you.
