if you increase the workload in one section by a significant margin, in this case the actual pokemon development, it requires reallocating more developers to work in that section. more animators have to be assigned to put in the extra work to accommodate whatever new animations are required, more 3D modelers have to to be moved over to updating the preexisting models and textures on top of whatever new pokemon are being added, and various programmers are going to have to make sure the various gameplay systems actually work properly with the newly implemented pokemon without any unintended bugs arising.
implementing 1000+ pokemon every single game, especially to function with the various engine changes and rebalancing is going to either require a major increase in development time (which we all know TPC is never going to do), a major increase in the actual workforce (which TPC is going to continue putting off as long as they are able to) or result in cut corners elsewhere in the game.
the reason sword and shield rightfully got as much shit as it did was because the dex cut showed absolutely no sign of improving the game anywhere else, despite what the actual shills attempted to claim. PLA and SV, however, demonstrated actual improvement in the animation and gameplay department, which was previously absent.
