Its a stylisation of strawberry blonde hair. The highlights can look remarkably blonde, and the lowlights can look very dark, especially when in shadow they can look dark brunette at the roots or the under/inside of a curled lock. Flat black on orange lacks complexity but older trainer/gym leader designs never had that much in the way of multi coloured/layered/shadowed hair other than a few shines here and there.

It is not a stylization, and has always been some form of headband. Anyone who can look at the underside of Gardenia's head and think that's her hair is an idiot, especially considering what's under her poncho. It literally does not look like hair. It sure is a dumb looking headband though.

Also, follow up by the same headband anon; I just want everyone to know I ALSO think the proposed design of the headband (in the OP) is retarded as well. I just felt like it made more sense than the dyed hair, because of how solid the underside of Gardenia's hair was.
