Because it's slow.

Because the fps is capped at 30. You can actually remove it, there are guides for making the gen 4 games run at 60 fps. It's fast as fuck though. I guess GF couldn't find an optimal speed in time and just went with slow.

Not really, they went with 30 because the game lags the fuck out whenever loading a chunk.
just going up and down between Goldenrod and Route 34, or between Jubilife and Route 203 slows the game drastically, on hardware that is.
If they made default 60, well you'd just notice it EVEN more. Now why is the battle engine so goddamn slow, that I have no clue

Framerates are coded by restricting how many actions the game can take in a given time frame - a frame. If actions completed asynchronously your player character would move quicker than the graphics would update - amongst many many other issues. This is called "frame time".
If you just increase the frames per second the game will complete the same amount of actions in a frame as it always did, but in half the time. Thus in two frames of 60 FPS - two "frame times" to complete actions" - the equivalent amount of real world time that has passed is the equivalent of one frame in 30 FPS. Doubling the speed of everything.
Gamefreak isn't responsible for any issues this causes - not this time at least.

Based slow enjoyers. I’m glad other games are faster but Gen 4s slowness can be a really nice change of pace. I enjoy surfing at walking speed with the calming music
