I think he was the manifestation of the writer's sense of how bullshit it was that they had to keep the journey going for Gen 5. Everyone realizes he was due for a victory, a retirement, and that it was time to make room for a new protagonist for the franchise.

Asspull to make sure Ash doesn't win, in more modern gens like 6 a CHARIZARD would've been used instead.
