It -does- make sense though. In the overworld they use their signature move that doubles their speed, you can even see it.
now of course it would've been better if the battle started at half-health because of it, but they don't like kind of thing anymore for some reason

I mean sure you don't have to, but the alternative is doing copious amounts of research into what current pokemon are popular, what niches they fill, then carefully tweak the pokemon you're trying to buff so it can be the only tailwind setter that can with stand more than one gigashart-blast from choice specs Glimmy McGill from the Netflix Original "Better Call Stall"

Jumpluff is usable in VGC. Massive Speed, lots of debilitating moves including the fastest possible Sleep Powder in the game under sun... Not the best, but not every Pokemon NEEDS to be the best. It has a niche. Niche partitioning is good.
