Nah, the worst set of starters are Gen 5’s. Emboar is just atrocious and Samurott is a complete mess of a design, an abomination. Only Serperior is halfway decent, but still boring.

This is almost correct. Serperior being better than the other two dumpster fires isn’t really an accomplishment. It’s just the best of the worst, so I wouldn’t even call it “halfway decent”. The Unova starters are somehow even below the bottom of the barrel.
