And you are right that Game Freak did just randomly throw moves around and see what stuck for early gens. But Game Freak also goes go back and give Pokemons new coverage moves and utility moves. At least you could argue that Meganium hasn't even been in gen 8 or 9 so for all we know it could get Revival Blessing or some shit like that. But Typhlosion STILL has barely any special attacks, or set up moves, while pokemon that have be consideringly better than get get all sorts of new stuff.
And you can't tell me that Frisk wasn't an intentional nerf considering since VGC is the format Game Freak balances around, that's why stuff like Last Respects is allowed to exist since despite broken in signals but far more manageable in Doubles. Though again, obviously Game Freak as a whole doesn't hate the Cydnaquil family or else H. typhlosion wouldn't even exist if that were the case.
