Yes, Pokémon design philosophy has changed. No, it is not necessarily a bad thing. Pokémon has ALWAYS had creatures of varying styles made by different designers with their own philosophies. Every gen has its simplistic designs, every gen has its complex designs, every gen has its fair share of both amazing and awful designs.
