Zygarde-Complete is a form (not a regional, an innate appearance it can take and change between unlike A-Raichu), nor is it a separate evolutionary form, like Sylveon. Odds are, you transfer in a Power Construct Zygarde, it goes Megazord in-battle when it needs to.
You know, just like they added the Griseous orb in BDSP, despite IT being a rehash edition back in Gen 4 also.

The Platinum form changes were though. It wasn't a 100% faithful recreation of DP because that would be retarded. Same way not including Zygarde forms would be retarded in the XY remakes

The form changes were still included in generation though. If they continue down the BDSP path of remakes I honestly think there's a non zero chance the Zygarde forms aren't included.
