Make him Speed when he uses priority moves and find something for normal, maybe he starts the battle in it, or it happens when he's using support moves or something.
BUT let the player choose if he changes or not every time, that way Speed form isn't completely useless.
That would make Deoxys actually pretty unpredictable but difficult to use well.
