Every tower and lighthouse has a chestghoul, almost everywhere has a roamer and there's a bloke in one the towns who finds coins and gives them to you.
Right, there's RNG with the coins handed out, but even cacthing everything and constantly picking up roamers (and one visit to coinman) gave me about 800 before I'd finished the main campaign. Seek out more of the cunts.

Yes and no. First time you find each (chest & roaming) is a set amount (varies by location, fairly standardized). The lottery roll for coins is any time you find them a second time.
