Marshal appears in the post-game in BW in Victory Road. You don't meet Lorelei, Bruno, Agatha, Lance (in Gen I), Will, Koga (in Gen II), Karen, Sidney, Phoebe, Glacia, Drake, Aaron, Bertha, or Lucian before the League in previous games. Flint, B2W2 Marshal, and Malva are the exceptions, not the rule.
Alola is the weird one out because they just reuse characters for the Elite Four except Kahili. I personally felt it was kind of lame since I prefer seeing new characters.
