In terms of how much of an improvement over the original at is? Maybe, Tangrowth is a contender too.
Best all-around remains to be seen imo, he's better than Scizor right now but he hasn't stood the test of time like Scizor has.

Personally I love it and used him to great effect in my playthrough team.
I remember having Primeape on my original Red playthrough who fucked up everything in it's path.
Felt nostalgic lads even though it also felt new.

I don't know about *best*, but it exemplifies all the attributes we would want to see out of the best cross gen evos, similarly to the porygons and scizor
>evolution continues/is consistent with the theme
>adds to the prior design with minimal removal of features as opposed to total replacement
>isn't just "it gets bigger"
>offers significant enough battling improvements that it brings the Pokémon line back into relevancy
And the ape gets the bonus of being an almost unique type
