Is there any Pokemon Platinum roms with Rotom's Mystery Gift already pre-applied or if I wanna play it on an emulator I need to do some DNS wifi fuckery on melonDS?

It's not part of the rom.
It's part of the save file.
Just use Pkhex to add the mystery gift to the save file. There's a list of EVERY event for plat that you can add to the game.
