for this same reason many people thought skarm was also gen3
I think the main contributing factor is that in gen3 they made skarm really common in one obligatory route, just like chimecho and its evo become really common inside some caves in dppt

chimeco was introduced in gen 3, and CHINGLING was introduced in gen 4
you would expect it to be the other way around, because gen 4 added a lot of cross-gen evos that take a big variation in design from their pre-evos, whereas gen 2/3 introduced a lot of single-stage shitmon.
chingling just looks like a gen 2/3 shitmon, a la corsola

According to the data, Chimecho was seemingly a VERY late addition to the game. Like, it's numbered after Deoxys in the game data. I like to imagine it was rejected multiple times during production, but some guy on the staff kept insisting they add it, so they finally tossed it in an obscure area to shut him up.

So many Johtomons were insanely rare. Sneasel, Misdrevus, Shuckle kinda, Heracross, Smeargle, the various swarm mons, Houndour, Murkrow, etc.
