To set our perameters, while there can be an argument to be set for something like Salazzle or Gardevoir becoming intimate with a human, using in universe logic, it can be dependent on opinion.
I will also exclude the Sinnoh legend book, as it can be open to various interpretations, i.e that Humans and Pokemon were the same species once.
Cases such as the "Machamp fan club", and NPC claiming that her mightyena is her "boyfriend" will also be disregarded, as they are an arguably comedic piece, and a questionably sincere throwaway line, respectively.
Despite all this, there is one clear cut case; the Froslass in Pokemon: Legends Arceus, who married a human, and possibly had two snorunt children with him.
(While I lack it, there is a compilation of journal entries and other in-game information which explains this further. If someone could post it, I'd be sorely appreciative.)
Granted, this is, more than anything, is a reference to the mythical Yuki-onna, by which Froslass is inspired.
However, if we are to apply this same logic to other Pokemon inspired by mythology, that is that they will inherit traits of their respective legend, then this means that any other mythology-inspired pokemon will perform sexual acts their mythological inspiration would.
To refer to a previous example; Ninetales and Zoroark. Both are inspired by Kitsune, and ergo, would behave much as one does. Due to the noted seductress tendencies of Kitsune (As well as some who form more lasting romantic relationships with humans), we can assume that these two, due to their ability to assume human form (See; Ninetales in "Just waiting for a friend", Zoroark in most depictions), they may also attempt this.
Ergo, while not nearly to the extent which /vp/ threads like to pretend, and with an admittedly restricted amount of Pokémon (The amount of which can be debated), there is accounts of sexual relations between humans and Pokemon.
