If they wanted to make it so you can put your Venusaur through HYPER TRAINING and you can give it the option to take on that form after the training is complete. Then you don't need to use a held item every time and if you just plain like the mega design for a Pokemon, you get the choice of having that.
I would use Sableye a lot more if his mega-version was permanent.
