All of the DX 'mons were DLC for Pokken Tournament, the DLC itself just never made it to the Wii U version and was exclusive to japanese arcades.

I got a free trial for it some time ago, tried it out then forgot about it. I’d probably be a lot more interested if it had more Pokémon I really like instead of most of the usual shillmons.

It's not a roster game like Naruto Ultimate Ninja or DBZ Budokai, it's an actual game. Unfortunate for the game because people would rather have a roster Pokemon game that isn't as tight mechanics wise. Total oversight on Bandai's part.

I think they were chosen for a combination of popularity and being able to mimic Tekken moves.

Many Pokemon players don't even finish the game, most consider the game finished after defeating the elite 4 and champion.
Normies can't into fighting games and get filtered by phase shift. Its also an exclusive to Nintendo consoles where the fgc usually play on PS/PC. The netcode isn't great and not many Switch users use a wired connection.
Pokken is a good game that could have been great if it was multiplatform. Nintendo did give it a pretty good run for tournament support at least.
It'll probably survive as an emulated modded game like smash did.
