Pokemon who move second receive a tiny power boost in damage, maybe like x1.1. They're slower, so they had more time to prepare a stronger attack.

Boom now being slower actually has SOME kind of small advantage

this but remove the every time it gets +1 speed it gets +1 evasion and add that accuracy is tied to speed as well so slower pokemon are more accurate, and then have it balance out where slower pokemon have the advantage (ie. slowest cap for fully boosted accuracy is like slow pokemon but not the absolute slowest, whereas for speed and evasion you need the absolute fastest pokemon to have maxed evasion)

ABSOLUTELY NOT. Conquest had this mechanic, and that ruined the game for me. Slow Pokémon are hard punished, while fast Pokémon get almost perfect accuracy moves. Especially with mons locked to one move, it does a lot to mons with already low accuracy or hard to pull off moves. The worst part is it makes paralysis a death sentence as it usually halves the accuracy of mons. It even makes being lower leveled a death sentence.

Probably the speed demon. As long as the opponent's stats and set up is good there's nearly no counterplay, its like playing Melee Bowser.
