I think they tried to go for an aurora singer, besides the old witch yokai I can't remember the name.
Plus, I think Ice was kind of a last minute type, so maybe she was meant to be Psychic only.

The old mountain witch yamanba, a semi-popular figure in traditional Japanese dance-dramas. She has some associations with snow in folklore, stuff like being responsible for covering the mountains with snow during the winter and conjuring up snow storms to catch unsuspecting travelers. I used Rental Jynx in Stadium and she's great.
>fully evolved pokemon with STAB Psychic and Ice Punch
>serviceable speed
shit defense but can typically hang on with just enough health to keep it from getting KO'd if it's not super effective or a crit
>Lovely Kiss if you want to put the opponent to sleep
only problem is that Ice Punch is straight up inferior to Ice Beam without the split
