Just give Trop the same 40 BST buff that Masquerain got. Maybe even an extra 50 or 60. Put most of it into HP and Attack and make it a decent bulky DD sweeper.

These seem like the most likely candidates. Grumpig and Cacturne seem along the lines of Ursaring and Bisharp - Pokemon that at one time seemed fully evolved. Chimecho has been given fan evos since its debut. Swalot evo could be fun to give new life into a forgotten line.
Volbeat/Illumise are part of a pair, Castform/Kecleon/Spinda are too gimmicky, Banette has a Mega, Relicanth's whole thing is that it's a living fossil.

I've been saying for a while that Gen 3 is next in line to be in that "golden nostalgia" zone. The remake is nearing 10 years old while the originals are 20. It has a lot of Pokemon that have hit the "vintage" stage as well, where they have been around long enough people may forget or not care they weren't part of the original batch they've been around long enough. Gen 3 has also been fairly neglected past the remake. Only a few regionals and shit for the fan favorites, but there's a lot of Pokemon who just.. exist.

I like the tropius regional designs that change the fruit on it's bodies, but they always have it dangling from the neck even if it doesn't make sense.

Bananas grow on trees and they fit being under the neck, but grapes or pineapples don't make sense. Show me a tropius where they have pineapples growing on their back in a bush.

A gimmick would be something like Ditto's transform or Shedinja's wonder guard, a concept that only works with that specific pokemon.
