Not only do you need all the sprites and data, you need to find a way to get them into the game's limited memory, and that's just mons, since you'd also need to add in mechanics, moves, abilities, find a way to make it all work with each other, then the process of adding them to npc teams and routes, etc.
AFAIK Radical Red isn't even done anyway and the creator has said working on it is exhausting even for just relatively much smaller updates.
I'd give it at least 2 years before you see any serious headway of the full gen 9 dex in fangames, if not longer, and it might not even happen in Radical Red specifically
