Gym leaders are supposed to have some sort of secondary role that led them to be representative of their city/community. Most Elite 4 members are the ones who usually are just all about battles. Which is why they typically get more salty when they lose than gym leaders

I always thought it was more about having too much free time since they seem to run gyms 24/7 and there's never anything indicating a constant stream of challengers to warrant staying there all the time. People like Misty or Falkner seem like they just have hobbies to pass they time while others just have regular careers and have gym leader as a side job.

I think it's probably a decent allotment, but also possibly not much if they aren't actively doing stuff. This is just an idea I got from being in the National Guard. RSP/Weekend pay isn't much, but if you get put on orders, you start making a salary. And then there are other stipulations like overseas pay, basic allowance for housing, etc. The gym probably receives funding based on your record and what not, and if you're shit, the League is like
