Gen 1 had a lot of that messy sort of shit to its design that I enjoy. Sort of thing that tickles your brain, like you feel like there was another reason, or something you're missing, might've spawned a play ground rumor or two.
Was that grassy patch originally supposed to have a unique encounter? Maybe farfetchd or an earlier tangela? Maybe one of the beta mons cut earlier on? Or was it just forgotten about during Gen 1's development? Idk but I love it.
