Razor Shell was never its best STAB move but this also applies to the other starters (Contrary Leaf Storm > Leaf Tornado and Reckless Flare Blitz > Heat Crash) so is not that big of a deal. People only used them for the novelty over the intent of winning.

At least it got a regional variant with reworked stats and ability that buffs Razor Shell and other slicing moves

Also it is not a sea lion. Dewong is the 'sea lion' pokemon. Samurott is something in between otter and seal/sea lion.
