>>53148428Because Johto mons, for whatever reason, were in most cases very weak even compared to the bad Pokemon from RBY. I don't know what they were thinking, maybe they were concerned that new Pokemon could totally overshadow old Pokemon, but I don't know what would posess them to make something like Togetic such a weakling. Like yeah here's your payoff to two years of the anime shilling Togepi, a Togepi egg being a major component of the game's story and Togepi being a particular weak first stage Pokemon: another Normal/Flying type but this one's significantly weaker than a fucking Fearow.
