Tepig is hated because pigs are unpopular as is. Being the third Fire/fighting type, and Gen5 being controversial.

Because Gorochu is in the bin. Game Freak don't talk about any design they've created and can potentially add and make money off in the future because that opens up issues with copyright/inspirational sources as artfags draw the described concept.
If they're talking about designs that were to be potentially added, then removed and shelved, they're admitting "this will never be a pokémon as we can't get it to fit within our world". And they've been talking about Gorochu a good while at this stage. It's time to accept the world went a different direction (not that it hadn't taken this turn and this course set in stone before Pokémon was even inflicted on the world).

I made a ROM hack of Yellow where Pikachu has stats based on the starter in Let's Go and this thing is still frail as fuck, proving that the stat buffs weren't an actual problem in those games.

Pikachu doesn't get surf and fly as standard in Yellow. Aside from refusing to evolve and learning thunderbolt (normally a TM-only move in gen 1) it is identical to the R/B Pikachu. You need Stadium to get the surfing Pikachu.
It's actually pretty funny how despite Pikachu being your only starter option Yellow is kind of a pain in the ass for electric types. Brock is obviously going to be a challenge (though GF was aware of that and let you get Mankey and Nidoran with fighting moves before the 1st gym), Giovanni because much harder with multiple ground types that actually have ground moves, and the rival has a Sandslash that is very fast and has both ground moves and a 100 % critrate slash.

That's actually a good thing. Charmander is the canon option in kanto because he struggles against brock and misty, making you feel more like an underdog. Chikorita is the same way. They should have made a gen where the first two gyms were electric and sap sipper grass so we could have a canon water starter gen too

Pikachu is fine in Yellow, but really falls off towards the end of the game due to how frail it is. Mostly it can outspeed and hit something with Thunder Wave, dying immediately after.
