No, to begin with she didn't design a whole lot of Gen 1 Pokemon that we know of.
I'd say it's mostly a result of Sugimori standardizing the designs to his style at the time.

I get what the posts are going for but I don't see actual fangs on Squirtle, at least in that art. Like yeah I guess the way the mouth is drawn kinda implies a beak like real turtles have but I'm still not seeing fangs.

It is a good post.
It does explain why Gen 1 in particular looks so cohesive within itself. I had a hard time putting that into words on my own.

Magmar is based on some costumes that Japanese people wear at festivals. So the black bands and arm ruffles probably are meant to resembled clothing.
