The actual non-meme answer? Because then they'd be expected to keep making amazing animations each game for every new pokemon. Having that as a standard would eat too much time for pokemons rapid release schedule.

What are they gonna do about it? China doesn't give a fuck about the copyright laws. Best thing they can do is get it pulled off non-chinese app stores, but even then people can still get the APK if they really wanna play it.
