I'm not convinced it isn't based on some designer's Deviantart OC. I mean, if I saw a slime-dragon with twintails-style antennae, cute anime eyes, a big belly and massive breeding hips in a context other than pokemon design, my first thought would be "the person who drew this definitely masturbated to it, and is probably into vore or inflation or something".
