I never understood the purpose of making starters primarily male. The idea that it made them harder to breed, and therefore kept them rare, never made sense to me because in the same game genders and breeding were introduced you could catch Ditto in the exact same route as the daycare, making the male ratio virtually pointless.

Ditto itself was a rare spawn though, and back then you actually had to read a game manuel or hear it from other people that Ditto was a breeding machine. You shouldn't look at a 1999 design from a 2023 perspective.

In Gen II, gender was purely governed by Attack DVs in relation to gender ratio of the species

Because it's bullshit.

They did it that way because they wanted the gender mechanic but didn't want little boys to get mad that their starter was a girl. So they set the ratio so that their starter would be male almost all of the time.
