the only skeletal pokemon we've ever truly had has been Houndstone, and even that's only partially skeleton
most ghost types tend to stick to wispy forms and/or lots of wispy bits, as well as a lot of dark purples/blacks/reds
there's some weird exceptions to the rule like Decidueye and Litwick that hardly look ghostly at all, but in general it's better to stick to:
>darker/more washed-out colors, especially purple/black/yellow for whatever reason (Giratina, Palossand, Shedinja, Cofagrigus- it's weirdly common?)>either very wispy bodies (Marshadow, Misdreavus, Gastly, Spiritomb) or a very clearly possessed object (Phantump, Chandelure, Banette, Cofagrigus again)>sunken eyes and/or colored scleras. Also just weird eye shapes in general (Gourgeist, Rotom, Drifblim, Lunala, Dhelmise) these are all the essential elements to creating a good ghost type, and anything further is either overkill or acceptable as a singular gimmick
newer gens have obviously blurred the rules on this because the longer this franchise goes on the less established conventions it keeps in place in regards to monster design, but Ghosts have been some of the most consistent and consistently good designs in the series and I think this is why
