For example, consider that stuff like Baltoy and Swablu are working with worse overall bulk up until Lilycove essentially, and their MAIN role is their bulk. Yet they're both completely usable. Not GREAT per say, but they're usable. And Cacturne is working with roughly that bulk plus amazing attacking stats and useful utility like leech seed. It's good.
