I caught a Lv. 38 Flittle when I could only use up to Lv. 35's in Violet and it wouldn't obey me at all until I went and got the next Badge.
Did you forget you can meet Lv20's and higher without even getting a Badge?

Diddums, still wrong aren't you? Happened in past gens too, if you used "walk anywhere" cheats to break sequence and catch midgame shit or encounter overlevelled spawns. It IS the whole reason randomisers only randomise the encounter tables. Game Freak coded it just right that if you try and sweep with a lv. 30 Rayquaza in early game, it just won't co-operate.

That's definitely not true. From Gen 1-7 all Pokémon that recognized you as the OT would obey you without question (aside from Mythicals in Gen 3 which were specially programmed to disobey unless they were obtained legally).

I can't speak for what happens when using cheats, but in normal gameplay, obedience was only ever a thing for traded Pokémon (those whose OT is not your trainer ID) until SV.
