If you meant "they won't charge for the DLC parts individually", I agree. They know exactly how much they can charge for the game and the DLC is a concession to knowing they can't sell a rehash with little changes for full price but can make a couple minor new areas as an add-on.
This is the monkey's paw of moving to home hardware - they have to sell by home hardware rules and the way they worked on cheap handhelds and selling at sub-$50 pricing (usually) just won't work on the proper system. The audience won't take to it and you wanna get really specific, every Switch pokémon release has been markedly different from the last game: LGPE, the kanto go clone, SS, core pokémon, but with some free-camera sections, SS DLC, two relatively big free-camera sections, BDSP unity port of Gen 4, holding to Gen 4-era tropes, Legends, hub town, 5 large maps (think someone said it was like one the newer monhun games in that regard), SV full open-world.
They're at least trying to not just make the same thing endlessly now, but that's because they know they can't get away with it.
