What types would you put on route 1 & 2 to help the Water and Grass starter people?

A Rock type and/or a mon that will evolve into a fighting type that has acess to a weak fighting move also didn't galar have a first gym with pokemon at like level 20? A gym at that level would give enough variety opportunity for sure

I wanna see a rock type final gym. Give the leader Tyranitar and some sand abusers to make up for Rocks' type disadvantage at the lategame stage.
