Meowth had both need and desire so he learned to speak and read himself. We also know that pokemon themselves have various dialects.
Obviously, not all pokemon can speak as in vocally, some species's vocal cords simply not fit for that.
Psychics dont need to learn speech but Pokemon lore is inconsistent on that, at first it is "a strong bond is required between trainer and pokemon" but later it can just "nah all good all psychic with telepathy can just do". it is retarded,
