the rules for the fight are as follows
the fight will be conducted in an in-game environment, since transposing pokemon into the real world is messy as the lore is unclear
for the purposes of the fight, real-world lions will be transposed into pokemon, using pyroar as a base. they have mostly the same stat spread (BST 507) but with atk and spatk swapped, so they have 109 atk and 106 speed. their moves are
- crunch
- noble roar
- work up
- rest
they are mono-normal and get either intimidate, moxie, or tough claws. these abilities are distributed randomly throughout the lions, as is gender with the same ratio as pyroar (7:1 female:male)
the pokemon can have any moves they can legally know in-game, including obscure transfer shit, so you have some freedom to put a specific move on a specific pokemon if your argument relies on it. same with abilities. all held items for both lions and pokemon are also at your discretion, and duplicates are permitted
both sides are being controlled by trainers, so they will not be moving randomly.
the way the battle will work is all lions lined up on one side and all pokemon on the other. the fastest on the field (regieleki) will move first, then the fastest lion will move, then the next fastest pokemon, and so one. since all lions share the same speed, their order will be random. this is also true for any pokemon that share a speed stat. when everyone on a team has moved, it will go back to the start, and the fastest remaining member will move again.
this is the best way of having the battle be ordered while still having everyone fighting concurrently and not having one massive block where one billion lions move mid-battle. essentially, its most in the spirit of the original question while still maintaining some semblance of turn order
