I'm fairly certain I remember this. I remember that era of internet intellectualism, too, especially here on 4chan. It's especially easy to pinpoint the time period thanks to the artwork (overly detailed B&W scribbling) and the usage of exclusively Gen 1 Pokemon iconography as per nostalgia... though the date on the stadium has me second-guessing it.
Cynical realism is liberating because, once you're sufficiently educated, you can attain a sort of bitter enlightenment and see beyond the world's bullshit. We must all strive toward it. However, this state is an inherently miserable existence and ultimately a futile pursuit as the awareness accomplishes nothing and will not make you happy. At the end, the Pikachu has become burdened by his experiences and now, like his trainer, he can only escape them by passing the unfair burden of knowledge on to another.
