Because Marill is more of a Pika-homage than a Pikaclone. Gen II was made at a time when the line between generations was nebulous. The Gen 2 dex was effectively just "all Pokemon that existed" so making a Pikachu replaement wouldn't really make sense. This means that despite all the guff that Gen II gets for "not having an identity" and "leaning on Kanto" Gen II's "Pikaclone" ended up as the least derivative. In another twist of Irony, Despite Gen II Pokemon being looked down on as "Shitmons" due to unfortunatelybearing the brunt of powercreep, since Johto get net to no shilling from Game FReak or TPC, the Marill line is only gotten better over time and even in the most powercrept generation ever its still a solid pokemon.

Gotta love my 1-2% bros. Azumarill is very special and not just because of its rarity. No other Pikaclone got this massive special treatment from GameFreak like the Azurill line. Those two great abilities make Azumarill so much fun to use.

marill isn't even a "pikaclone", every single other pikaclone is electric type and has dots on its cheeks. marill only gets called a pikaclone in retrospect because it's the closest thing in a gen that had none.

Marill was considered pretty much a pikaclone at the time though. It was the later gens that replaced gen1 Pokémon with functional copies.

Johtomons consistently get new attention in the newest games (Sudowoodo being a gym's ace, a whole town dedicated to Sunflora).
ans new evolutions (Overkwill, Ursaluna, Farigiraf, Dundunsparce, Clodsire). While Hoennmons outside of their remakes are pretty much consistently put on the backburner and forgotten.
