They're a Team before they're Rockets, they'd stick together even if one of them was determined to leave their life of crime behind. Meowth would probably have a panic attack about really leaving Giovanni for good, but he'd still follow them too.
Really, the anime chickened out by not having a season with Jessie, James, and Meowth as Ash's companions. Just have the bad guys be whatever the regional criminal Team is instead, and Giovanni told the Rocket trio to throw a wrench in their plans because they're causing unwanted competition or something. Or have them entirely misinterpreting what he actually wanted them to do, that might be more in character.
