The woman has every single color palette exactly the same as Misty. Even if animators reuse color palettes to save time, they'd never be this blatant for the hell of it, they'd mix it up a little at least if the thought didn't even cross their minds. If she only had orange hair and nothing else, it wouldn't mean anything, but that isn't the case. She is also the only one in the crowd with orange hair of any shade.
Same with the Ash-clone. He doesn't just have Ash's shirt, he has his skin tone, pants color and hair color. Everything matches, seen here

Again, if the two of them were no where near each other or just happened to be next to each other, it wouldn't mean anything, but the animator made sure the boy is looking at the woman to make it clear they are related in some way.
Claiming they're fans of Ash and Misty also doesn't work as the very same episode showed us a swarm of Ash fans and not a single one of them was this boy or the woman. If they were fans, they would surely show up again to fawn over Ash, but they don't. This is their only appearance in the whole episode.
