Totodile gets rage for building power, Chikorita gets Reflect for support, mareep gets thunder wave for status, Hoppip gets the powder moves for even better status, etc.

They’re all quite useful too; Mud slap fucks up whitneys roll out strat, Fury cutter is great in the early game if you have time to build it’s power, attract is obviously excellent, shadow ball is useful coverage, dynamic punch can be paired with accuracy aiding moves, Iron tail is one of the strongest moves you can get for a while, icy wind is great for speed control, Dragon breath is useful coverage for lance, etc.
Only time you shouldn’t be using TMs as soon as you get them is if you’re explicitly saving it for another Pokémon you’ll get later.
Tbqh it sounds like you’re just mad that it doesn’t have the absolute ocean of options that exist in gen 6+. Options are fine but no one ever takes these sorts of criticisms seriously because they’re so obviously a matter of hindsight.
At the time this was considered a lot of options, keep in mind you’re not just picking which moves to use, you’re also picking which Pokémon and items to use, and when. I’ve played gen 2 like 30 times by now and have never had the same experience twice. Last time I used an agility baton pass girafarig to pass speed to Donphan so he could defense curl + roll out, which let me sweep through Kogo even at level 35. Maybe next time I’ll pair agility passing with another Pokémon and get an entirely different experience out of it. You can use the same moves to accomplish different things and get different experiences out of it.
