Split its ability into three: Forecast Rain, Forecast Sun, Forecast Hail. Make it so when they enter the field they summon their related forecast and then change to its type, but they can still change to the other forms if the weather changes.

Have its forms work like Rotom forms, as well as buff the forms' BST like Rotom

Oh no no no better without changing its ability. So keep everything the same that I just said but instead of making it three abilities just make it so Castform summons rain sun or hail of its holding their respective weather rock--damp rock, heat rock, or icy rock.

Have Forecast make Castform automatically start up one of the weather effects that it knows. So, if it knows Rain Dance, it'll start raining as soon as you send it out. Now it can be water and have choice items.

Also, more Physical moves that take advantage of weather effects so it's not as easy to predict what set it might be running.

Add an additional effect to forecast where using rain dance, sunny day, snowscape/hail or sandstorm will follow up with an immediate use of weather ball. Then give it a BST increase in speed OR give forecast a +1 speed prio when using weather setting moves.

buff the stats of its alternate form by like 60 (+20 HP, +20 SpA, +20 Speed)
you know have one of the most relevant Pokemon of all time
it wasn't hard because weather is broken

Whether Castform the Weather Pokemon can weather the weather is dependent on whether the weather that it's weathering is the proper weather for it to weather. Whether the opponent can weather the weather is also subject to whether the weather that it's weathering is the right weather to weather. Whether Castform can weather the opponent is once again dictated by the weather and whether that weather is the favorable weather for weathering. But most importantly, you should know whether there will be weather to weather rather than what weather they will be weathering and whether they can weather that weather.

+200 to all stats. Or at least +185. A monster with a higher BST than the unobtainable double-E would be more relevant than the competitive battle scene would ever be able to handle.
