Because having something rare that only a few get to experience is soulful. Though instead of having Wynaut, maybe there should have been something actually meaningful there (aside from the berry).

But those can get found by any player by doing something themselves, instead of checking every day if the game feels like it.
Even grinding for 0.001% drops is faster.

You can manip it if your save file started when the internal battery died.
When the game starts, because no days have passed yet, it initializes to the PID of 0x00000000 and if the days never continue, it will remain that number. As a result you can go ahead and RNG manip a Pokemon whose PID is also that and get to Mirage Island.
If you started your game before the internal battery died, you pretty much cannot RNG manip it as you will never know what the value should be.

You can use ACE in Emerald to get it any time you want however.
Actually you can do pretty much anything in Emerald

His point is having real rarity in games, as in the kind of rarity you can't just offset with hard work or having no life, so that the few who see it are truly honest-to-god just luck,y has its place. Making the stats on such a thing almost arbitrarily low is the only way to keep people from trying to brute force such a thing into happening as the OP's suggesting, which be completely missing the point.
