Are fossil pokemon rocks because ancient times were rocks, or because they're restored from rocks?

The simplest answer is that Rock-type pokemon fossilize better, or in such a way that their DNA is more properly preserved.
For instance, if there's some ancient ancestor of Tentacool, it probably doesn't leave much behind that could actually be used to restore it.
