People always complain about it, but I actually liked the rental system in this game. Weaker mons getting stronger moves while stronger mons getting weaker moves made every pokemon viable and made you think about the team you were selecting for each battle.

rental Skarmory is really good with Leftovers
>two STAB moves with decent base power
>Agility which at times is better than Thunder Wave
>Fly is basically an alternative for Protect/Detect, you get a free turn to heal HP with Leftovers
>on top of all this, it has a 140 base Defense stat and a typing that allows it to resist every Physical attack in the game minus Fighting and Rock type moves, the later is not that common in gen 2
imagine if the last slot was Sandstorm or Toxic instead of Fury Attack. that thing would kinda break the game

If you're playing only with rentals, you don't get Leftovers. The only held items available are the single status berries and the 10 HP Berry.

The best strategies with just rentals in Stadium 2 are
>Selfdestruct/Explosion
>Counter/Mirror Coat
>Destiny Bond
>fast Pokemon with strong moves
Voltorb's moveset fits 3 of those 4 categories and is basically the most versatile rental in the game.
