Do you mean for a play-through? In a basic playthrough with no external help, Tepig is probably the best starter you could pick and it can solo the entire story alone, as several speedruns of the game have proven. You mean design-wise? I would argue that no, Tepig is not a bad design. Sure, it sticks quite with its oriental design roots in a region that is, for the most part, based on Western United States, but so do Snivy and Oshawott. Tepig is akin to Turtwig: Not the most popular starter, but it fulfills an important role in the franchise, and it's overhated by its fandom. [If I had to give a rating to the Tepig line, I would give them a 4/5]
