Something strange went on with Zapapico. It has a battle field and a space that a gym could be at. Some gym leader was removed from it, you can tell. Then the ghost decorations and ghost rapper chick were layered on top of the snow town, and the ice gym leader was moved over to buttfuck nowhere.

So who is this mystery gym leader that got the boot so that they could shoehorn diversity?

The math teacher in the school was a rock-type gym leader before she retired from pokemon battling. Given that Zapapico is supposed to be a mining town, that's presumably her former gym.
I would assume the gym leader that replaced her is the ice-type one, since he's mentioned to have been a professional snowboarder until relatively recently when an accident left him unable to compete. Would also explain why his gym is kind of in the middle of nowhere instead of in a town (thematically his ice gym wouldn't really fit in Zapapico so he just got a new building next to the ski slope).

It's almost completely explained by the teacher's lines when your talk to her after finishing the class. She's a recently retired gym leader, and that was probably her town. No reason to think anything was cut or changed, it's just some extra lore.
